To find out your limit for a particular skill, navigate to the character screen by clicking on the icon in the lower left corner of the screen or by pressing the C key and selecting the desired skill. You will receive a focal point for each level increase.
Also remember that each point of focus invested in a skill increases the speed of your study (the amount of experience gained). Before you pump something up, make sure it’s possible – that is, you need to spend at least one focus point on this skill and in the character menu part it’s highlighted in green.
